The Administrative Boundaries - Locality Boundaries Dataset is the spatial representation of the Localities of Queensland. This dataset has been value added to by Council and is edited when needed by Council to account for any changes in the locality boundaries. Dataset re-projected to GDA2020 on 01/06/2020 by the GDA2020 Transformation Project Team.
Dataset provides boundaries of Localities in Queensland.

Bounding Box
The locality boundaries dataset is the spatial representation of bounded localities (includes suburbs) of Queensland. These are the official locality names and boundaries used for addressing. This dataset consists of contiguous polygons in a single layer. Locality boundaries are maintained in accordance with the Queensland Place Names Act 1994 and aligned with cadastral boundaries as shown on Queensland Place Names (QPN) plans. QPN plan boundaries are reflected in the Digital Cadastral Database (DCDB) and each parcel has a locality attribute. To create this product, DCDB data is extracted then dissolved based on the locality attribute. The resulting polygons are checked for differences against the previous version of the product (only official boundary amendments or DCDB boundary upgrades should be present). All of the unofficial locality polygons that are within the “Queensland Extent” area in the DCDB will be renamed to ‘External Locality’ as they are not located inside any Qld jurisdiction area. All of the other unofficial locality polygons that fall within an official LGA area in the DCDB will be renamed to ‘Unnamed Locality’. The exception to the above is the official locality of Moreton Bay, part of which falls outside of the Brisbane City LGA but is still a gazetted locality of Brisbane City. This part will remain named as ‘Moreton Bay’ (LOC 5785) in the DCDB and is merged with LOC 5788 (Moreton Bay within BCC) into one polygon in the Locality Boundaries dataset. Completeness of coverage : The Locality Boundaries Dataset is built up from each Local Government`s localities as they are gazetted and the DCDB updated. Completeness of verification : The dataset has been investigated for completeness by visual inspection and comparing differences between the new localities dataset which is extracted nightly from the DCDB and the current standalone master dataset. The locality boundaries are also compared to the gazetted QPN plans. Please note that these QPN plans still remain the point of truth for locality boundary descriptions.

The attributes of Administrative Area Type, Administrative Area Name and LOC Code are validated by comparing the new generated dataset against the existing current dataset and the gazetted departmental Locality Boundary QPN plans. The attribute accuracy is 98% reliable. The attribute CA_AREA_SQKM is a calculated field which reflects the area of each polygon in square kilometers.

The Locality Boundaries Dataset is created by several processes. Firstly the Queensland Place Names (QPN) plans are prepared in MapInfo for each Local Government area (LGA) by creating locality polygons that are snapped to the Digital Cadastral Database (DCDB). The gazetted QPN plan is then used as reference to split road and watercourse polygons in the DCDB, and update polygons to the gazetted locality. When all polygons have been created or changed to match the QPN plan, the results are checked for accuracy. An extraction from the DCDB is done of all parcels in the Local Government area and these parcels are then combined by the Locality Code attribute in MapInfo. The resulting polygons are checked for errors and then combined with other completed Local Government areas to make up the Locality Boundaries Dataset.
